On December 6, 2022, a public discussion was held in Căușeni town hall on the topic "Deficiencies in the activity of the LPA identified in the audits of the Court of Accounts". The event was attended by representatives of the local public administration (LPA) and non-governmental organizations from the localities of Căușeni district.
Transparency International - Moldova and the Court of Accounts of the Republic of Moldova (CoARM) jointly organized the event. Aurelia Usatîi, chief public auditor, informed the participants about the role, the mandate, the specifics of the Court of Accounts' activity, as well as about the typical problems identified in the activity of the local public administration authorities within the audits and the ways to prevent them.
During the discussion, attention was drawn, in particular, to the deviations in the inventory process of the public patrimony owned by the LPA, the irregularities identified in the assessment for tax purposes of immovable property, the deficiencies in the planning, implementation and monitoring of public procurement. The participants appreciated the activity as informative and useful in the perspective of improving the process of using financial means and managing public assets in the LPA.
The LPA’s representatives noted the need to continue such meetings in order to be able to discuss in more detail the particularities of recording fixed assets and investments, planning and carrying out public procurement, organizing the process of feeding children in educational institutions, etc.
During the event, the participants proposed a series of topics that they would like to discuss in the future: digitization of data in the LPA, management of public institutions at the level of the LPA, ensuring access to public data, dealing with conflicts of interest in the public service, integrity of officials of the state, the results of the Government audit, etc.
The activity was carried out within the project "Civil society mobilization for monitoring and reporting on the integrity of state institutions and anti-corruption activities in Moldova" implemented by Transparency International - Moldova with the support of the Criminal Justice and Law Enforcement Section of the Embassy of the United States of America in Chisinau.
