On September 9, 2014, the Court of Accounts of the Republic of Moldova, the Finnish Institute of Public Management HAUS and the Spanish Court of Audit have announced about a new Twinning Project "Strengthening and enhancing public audit in Moldova", financed by the European Union.
The main beneficiary of the project is the Court of Accounts of the Republic of Moldova which will receive support in improving its function, performance and impact. This will be achieved in cooperation with the EU partners of this project, HAUS Finnish Institute of Public Management and the Spanish Court of Audit.
The key goal of the Twinning Project "Strengthening and enhancing public audit in Moldova" is to improve accountability and management of public funds in Moldova. European funds in the amount of EUR 1.5 million will ensure the implementation of the Action Plan Project.
The project aims at a broad coverage of the entire public finance management system in Moldova. In order to achieve this goal an active involved from all relevant stakeholders is expected. Thus, the Court of Accounts will encourage increased interaction with the Moldovan Parliament and Government.
The project will focus on the implementation of activities listed in 4 components:
- Strengthening the capacity of audit of the Court of Accounts;
- Reform of the legal framework;
- Human Resources Management Reform;
- Strengthening interaction with Moldovan authorities and increase the impact of the Court.
The implementation of this project will contribute to improved fiscal governance framework in Moldova in line with best international and European standards and practices, leading to steady economic development and growth.
The support provided by the European Union in this framework will lead to enhanced external audit capacity which will improve the management of funds and the accountability towards the Moldovan society.
The activities undertaken during the implementation of the Twinning Project "Consolidation and Strengthening of the External Public Audit in the Republic of Moldova" provide the opportunity to obtain the expected results for the Court of Accounts, in accordance with internationally accepted standards and best practices of EU external audit.
The project also provides the opportunity to enhance the Court's opinion regarding the harmonization of national regulations with the EU acquis in all areas of public financial management audit, internal or external sources, in particular, in the flow of funds from the EU.
