Financial audit reports at the Ministry of Health, examined by the Public Finances Control Committee

The Court of Accounts of Republic of Moldova (CoARM) team presented the findings and recommendations of the Financial audit reports at the Ministry of Health for the years of 2021 and 2022 at the Public Finances Control Committee hearings, held on February 28.  

As a result of the carried out audits, the Court of Accounts issued qualified opinions on the consolidated financial reports of the Ministry of Health, concluded on December 31, 2021, and December 31, 2022, said Sergiu Stirbu, Member of CoARM.

The audit managers of the CoARM pointed out that the founded nonconformities were determined by the failure to comply or incorrect understanding of the applicable regulatory provisions of financial reporting, as well by the insufficient control from the management and financial service of the institutions subordinated to the Ministry, fact that has weakened the quality and the veracity of the reported data.

According to the CoARM recommendations, the Ministry of Health should ensure the implementation of a viable internal control system, reexamine the situations regarding the accounted immovable property ownership and ensure the transmission of some lands to the Public Property Agency management.

Also, the Ministry should undertake measures to ensure the coordination and monitoring of the activities of the subordinated institutions and those at which the Ministry holds the quality of a founder.
