On June 23, the plenary of the Legislature debated the financial audit reports of the Government's reports on the execution of the three public budgets: Report of the financial audit of the Court of Accounts of the Republic of Moldova (CoARM) on the Government’s Report on the execution of the state budget for 2021, the Report of the financial audit of the Court of Accounts on the Report of the Government on the execution of the state social insurance budget (SSIB) in 2021, as well as the Report of the financial audit of the Court of Accounts on the Government’s Report on the execution of the compulsory health insurance funds (CHIF) in 2021.

The CoARM’s reports were examined in the same time with the Government’s reports, presented by the audited entities, as well as with the reports and co-reports of the profile parliamentary committees, including the Public Finances Control Committee.

The Member of the CoARM, Petru Rotaru, spoke about the main findings of the audit performed by the Court of Accounts on the Government’s Report on the execution of the SB. Thus, according to the Court of Accounts, the Government’s Report, in all significant aspects, provides a correct picture of the cash execution of the state budget in 2021, according to the rules of the reporting framework.

Marina Covali, Member of the CoARM, presented in the plenary of the Parliament the main findings and recommendations of the CoARM in the context of the financial audits of the Government's reports on the implementation of SSIB and CHIF.

The Court of Accounts' audit found that both Government’s reports, in all material respects, provide a fair and accurate picture of the implementation of CHIF and SSIB in 2021, in line with the applicable financial reporting framework. Also, a number of deficiencies and systemic problems in the implementation of CHIF were identified, and audit recommendations were submitted, aimed at increasing the population's access to state-guaranteed medical services and the quality of services provided.

We mention that during the sitting, the Parliament approved Decisions on the approval of the Government's reports on the execution of the SB, SSIB, CHIF.
