The Court of Accounts approved the organizational structure adjusted to the development needs of the institution

The Court of Accounts of the Republic of Moldova (CoARM) approved today, April 28, a new organizational structure of the institution.

The decision to approve the new structure derives from the strategic visions on the development directions of the institution and the tools necessary to achieve the objectives of the CoARM’s Development Strategy for 2021-2023, as well as the recommendations of the international peer review evaluation of the Court of Accounts.

In this context, in August 2022 a Working Group was established, made up of employees of the Court of Accounts, intended to provide a clear vision of the existing reality from a functional and organizational point of view within the institution, as well as efficiency and rationalization solutions of how the organization's resources will be used to translate its strategic plans into action. The group developed the Concept of the organizational structure of the Court of Accounts of the Republic of Moldova, approved throughout the Decision of the Court of Accounts no. 13 from 31.03.2023. This document was the basis for the development of the new organizational structure.

The main algorithm of the new organizational structure is focused on the creation of structural subdivisions with audit attributions according to the components of the National Public Budget – the state budget, the state social insurance budget, the mandatory medical assistance insurance funds, the budgets of local public authorities.

The new structure provides for the establishment of distinct subdivisions, responsible for performance audit and IT audit. The structure envisages the strengthening of capacities for analysis, synthesis and institutional development. Another important aspect concerns the concentration of all responsibilities related to employment, training and professional development of employees in a single structural subdivision. In the same way, the role, efficiency and performance of the Members of the Court of Accounts are taken into account in the new structure, the approach being adopted not only on sectoral responsibilities, but also on the contribution to the strategic development of the institution.

During today's meeting, the Court of Accounts also approved the CoARM’s Activity Report for 2022, which reflects the way in which the institution used its resources to ensure the implementation of the activities foreseen in the 2022 budget year, as well as the results obtained in the reporting period, including the annual financial statements. The 2022 Activity Report addresses: institutional management, including internal audit, finance and budget, staff management of the Court of Accounts, quality control, collaboration with Parliament, development partners, central and local public authorities, legal bodies and media, international collaboration, as well as future priorities of the institution.

Also, the Court of Accounts made adjustments today in the 2023 Audit Activity Program, in the context of adjusting the reporting calendar of some audits.
