Meeting on the evaluation of the implementation of the NIAS objectives 2017-2020

Representatives of the Court of Accounts of the Republic of Moldova (CoARM) and the team of the Center for Analysis and Prevention of Corruption (CAPC) met today, May 18, to discuss the implementation of the National Integrity and Anticorruption Strategy for 2017-2020 (NIAS).

Petru Rotaru, Member of the Court of Accounts, reported on the progress made by the CoARM in the areas of responsibility, as a pillar institution referred to in the Strategy (Pillar V of the NIAS). The objective of the 5th pillar is to strengthen the capacity of the Court of Accounts to prevent corruption in the field of management of financial resources and the use of public assets, as well as external financial assistance, the priorities being: the transparency of the Court of Accounts; the impact of the audit activity.

In the context of the outcome indicators, the CoARM’s representatives reported on the CoARM's external evaluations, including the peer review, as well as on the World Bank's report on the quality of audit reports. The evaluators were also informed about working with stakeholders in the context of ensuring transparency and impact, including with the relevant parliamentary committee, law enforcement bodies, civil society, etc.

We mention that CAPC was selected to ensure the evaluation of the degree of achievement and impact of NIAS and the Action Plan for its implementation, within a public competition organized by the Project "Strengthening the rule of law and anti-corruption mechanisms in the Republic of Moldova" implemented by GIZ Moldova, with the financial support of the German Federal Ministry for Economic Cooperation and Development and the European Union.

In this context, the evaluators organize meetings with the representatives of the institutions responsible for the implementation of the NIAS, including the CoARM, as well as with the representatives of the civil society. This exercise is to contribute to the objective and impartial assessment of the achievement of the general and specific objectives of the NIAS.
