First meeting of the Working Group under the Black Sea Basin Joint Operational Programme

The first meeting of the Working Group on management and control system under the Black Sea Basin Joint Operational Programme 2014-2020 (Romania - Ukraine and Romania - Republic of Moldova) took place on March, 27, 2014 in Bucharest, Romania.

The Court of Accounts of the Republic of Moldova (CoA) participated at the event, being represented by Viorica Verdes, Chief of Division within General Division of Methodology, Planning, and Analysis.

The program follows the previous one carried out in the period 2007-2014 years, so that the EU will pursue cross-border cooperation under a new tool, called the European Neighbourhood Instrument (ENI CBC).

Areas that are covered by the new programme includes regions eligible from the EU countries, such as Bulgaria, Greece and Romania, from the candidate country Turkey, from the partner countries Armenia, Azerbaijan, Georgia, Moldova, Russia and Ukraine. The participatins have started the preparation of the strategic framework for the new program supported by the Management Unit of the Black Sea Basin Joint Operational Programme 2007-2014  - the Ministry of Regional Development and Public Administration of Romania.

The discussion of the Working Group's meeting were focused on topics such as regulatory framework, programme planning, structures and management system, mechanism for the coordination of external assistance, control and audit systems, application of the principle of shared management in of controlling, auditing and identifying of irregularities.

At the annual conference organized by INTERACT in October 2013 in Jordan, there has been officially launched the process of planning for the period 2014-2020, which involves a series of actions of each participant in the process. In particular, there is necessary to establish a system of internal control and efficient and effective management. In this context, it should be mentioned that according to the Law on the Court of Accounts No. 261 of 05.12.2008, the CoA is empowered to audit the use of grants allocated to public institutions by foreign donors for the implementation of cooperation programs in which the Republic of Moldova is involved, and the use of financial resources allocated by the European Union, development partners and other donors.

Under Black Sea Basin Joint Operational Programme 2007-2014 there have been launched 60 projects that are still under implementation in the 8 countries of the Black Sea Basin. These projects will bring benefits to the regions in the areas of socio-economic development, environment and development of cross-border cooperation.
