Aspirations to join the forum of the EU's supreme audit institutions, discussed with European officials

Senior dignitaries from the European Community of Supreme Audit Institutions (SAIs) welcome the efforts of the Court of Accounts of the Republic of Moldova (CoARM) to join the framework for cooperation, exchange of professional knowledge and experience in the field of external public audit, established within the EU - Contact committee.

Marian Lupu, President of the Court of Accounts of the Republic of Moldova (CoARM), had bilateral discussions on this subject with Miloslav Kala, President of the European profile organization EUROSAI, President of the Supreme Audit Office of the Czech Republic. Mr Kala supported the CoARM's initiative in this regard, noting the importance of the participation in the forum of supreme audit institutions from potential candidate countries for EU membership, such as the Republic of Moldova, Ukraine, Georgia.

The subject was also discussed by the President of the CoARM in a bilateral meeting with the President of the European Court of Accounts, Klaus-Heiner Lehne. The President of the ECA invited the CoARM to start the technical procedures for requesting participation in the Contact Committee as an observer. The agenda also included a number of other topics of interest regarding the development and strengthening of external public audit at European level and the challenges faced by the SAIs in acting as guardians of public money.

The President of the Portuguese Court of Accounts, José F. F. Tavares, who is currently chairing the Committee, spoke in favor of promoting the SAI’s initiative in the potential candidate countries for EU membership, in discussions with the President of the CoARM.

We mention that, between May 23-25, in Prague, the Czech Republic hosts EUROSAI Prague Post-Congress event, which brought together delegations from around 40 SAIs, including the CoARM’s delegation. In this context, the CoARM’s delegation had a series of multilateral and bilateral discussions on various topics of interest.

According to the Treaty on the Functioning of the European Union, The European Court of Accounts and the national audit institutions of the Member States must cooperate on the basis of trust and respect for the independence of each institution, the cooperation framework being implemented through the Contact Committee - a group of annual meetings of the Presidents of the Supreme Audit Institutions of the EU Member States and the President of the European Court of Accounts.

The Committee cooperates with the supreme audit institutions of the candidate and potential candidate countries for accession to the European Union in order to facilitate regular exchanges of information, to develop audit methodologies and to promote training. These activities are carried out in partnership with SIGMA (Support for Improving Governance and Management), a joint initiative of the Organization for Economic Co-operation and Development (OECD) and the EU.

The main means of cooperation is the Network of Supreme Audit Institutions in the candidate and potential candidate countries for accession to the European Union, which functions similarly to the Contact Committee. The main purpose of the network is to promote the implementation of audit methods and techniques in line with international standards and EU best practices.
