The working visit of the delegation of the Court of Accounts of the Republic of Moldova to the Neamț Chamber of Accounts

The exchange of experience and the adoption of good practices regarding external public audit and their adjustment to national practices are aimed at ensuring and promoting thorough knowledge necessary for the supreme audit institution.

In this context, a delegation of the Court of Accounts of the Republic of Moldova (CoARM), led by Eduard Moroșan, Member of the CoARM, participated in a meeting with representatives of the Neamț Chamber of Accounts and the director Iuliana Trifan.

The event was held at the invitation of the Court of Accounts of Romania, on December 15, in the city of Piatra-Neamț, Romania.

During the meeting, the participants addressed relevant topics, such as the audit of local public authorities (LPA), the budgeting of local public authorities, staff remuneration and motivation, monitoring the implementation of audit recommendations, etc.

One of the main topics concerned the audit of local public authorities. In this sense, Mr. Moroșan mentioned that within the LPA of the Republic of Moldova there are deficiencies, which have a systemic character, being characteristic of several administrative-territorial units. In particular, the most frequently observed problems refer to aspects such as local taxes, public patrimony management, public procurement at the stage of planning, execution, public procurement of low value. In this sense, the CoARM puts forward recommendations aimed at improving and remedying the attested irregularities and at the same time carries out follow-up missions.

The meeting’s participants presented their views and national practices, which contributed to fruitful and effective discussions, transfer and examples of good practices.
