The international seminar on public procurement

On 14 May 2015 the Court of Accounts of the Republic of Moldova organized an international seminar entitled "Public procurements - practice and audit issues".

Representatives of SAIs of seven member states of CIS attended this seminar: Azerbaijan, Armenia, Belarus, Russian Federation, Kirghizstan, Moldova, Ukraine, as well as, representatives of the Ministry of Finance and Public Procurement Agency of Moldova. The event was conducted in the context of the supreme bodies of financial control cooperation of the CIS Member states, as well and to achieve the Action Plan of the Council of heads of supreme financial control bodies of the CIS member states signed on October 3, 2014 in Chisinau.

At the seminar was discussed the experience in the government regulation field of the public procurement, the improving of the legal framework, the developing audit system for procurement, etc.

Mr. Tudor Soitu, Deputy President of the CoA, welcomed the participants of the international event, noting that further sharing of the experience of the CIS countries in the public procurement filed will contribute substantially at the improving of SAI activity as the role of the state of public finances and exercise control on formation, management and use of public funds and the public property administration, especially the public money in public procurement. In the context of the general topic discussed at this seminar, Tudor Şoitu has emphasized the important role of the Ministry of Finance in state regulation of public procurement and the Public Procurement Agency, in its capacity as an administrative specialist supervision, control and coordination of inter-in procurement, including in developing electronic dynamic purchasing system.

The significance of the public procurement system requires the supreme audit institutions and practices skills development and improvement of this system audit methodologies, mentioned Mr. Gheorghe Trocin, Member of the CoA. According to Mr. Trocin, public procurement in Moldova has a high role in the agenda of all public authorities, in their capacity as contracting authorities with responsibilities and obligations under the legal framework, given that the volume of the public procurement in Moldova is around 9, 2% of GDP or about 30% of the national public budget. To achieve the legal obligations, contracting authorities are obliged under the law on public procurement to ensure the efficiency, objectivity, impartiality, transparency and publicity of public procurement, underlined Mr. Gheorghe Trocin.

The presentation of the practices, the experiences and the most frequent problems set out in the public procurement audits of the states participating in the international seminar will provide an opportunity to assess and determine opportunities to develop skills audit of the system.

It is also important the formulation of ISA audit recommendations, which will help to remove the causes of the systemic problems and improve the management of public funds used for the procurement of goods, performance of works and provision of services for the state authority's needs.
