The Court of Accounts participated in the presentation of the results of the Open Budget Survey

The Court of Accounts of the Republic of Moldova (CoARM) participated, today, June 1, in the presentation event of the 2021 Open Budget Survey. The event was organized by the Ministry of Finance of the Republic of Moldova in partnership with the Independent Analytical Center Expert-Grup.

The event was also attended by representatives of the Ministry of Finance, the EU Delegation to the Republic of Moldova, the IMF Office in the Republic of Moldova and the Independent Analytical Center.

The 8th edition of the Open Budget Survey (OBS) covers 120 states. The Republic of Moldova officially participates in the OBS since 2017, being in its 3rd edition.

During the event, the OBS’ findings and recommendations were discussed on issues such as the level of citizen participation, the transparency of the budget process and the ability to monitor the budget, each country being scored on a scale from 0 to 100 based on 18 equally weighted indicators.

On the budget monitoring indicator, the Republic of Moldova accumulated a common score of 63 out of 100 possible. An important contribution to the results of this indicator has the Court of Accounts, which demonstrated an individual score of 83 out of 100 possible. The result of the supreme audit institution significantly improved the common score for the country. The experts appreciated this positive result, a trend maintained by the Court of Accounts during all the surveys conducted.

In 2017, our country obtained 58 points out of 100 possible, in terms of budget transparency, ranking 33rd worldwide, out of a total of 115 countries evaluated. In 2019, the Republic of Moldova recorded the score of 57 points in this regard, obtaining the 39th place out of 117 countries included in the evaluation. According to the results of OBS 2021, the Republic of Moldova scored 65 points out of 100 possible.

We mention that the Open Budget Survey is the only research tool in the world, being independent, comparative and fact-based, that uses internationally accepted criteria to assess public access to national budget information, official public opportunities to participate in the national budget process and the role of budgetary oversight institutions. The survey helps civil society assess and discuss with its state the use of public funds and reporting this.
