Social housing, topic of discussion of the CoARM’s auditors within the PFCC

The Court of Accounts of the Republic of Moldova (CoARM) presented on September 29, within the Public Finance Control Committee (PFCC) of the Parliament of the Republic of Moldova, the Compliance Audit Report on the implementation of the Housing Construction Project for socially vulnerable citizen.

A brief presentation of the Audit Report was made by Eduard Moroșan, Member of the CoARM, as well as by the heads of the audit: Sergiu Știrbu, and Alexandru Răileanu.

The purpose of the audit was to provide reasonable assurance on the compliance of the implementation of the Housing Construction Project for the socially vulnerable citizen. According to the project, was expected the construction of about 700 social housing units for 2,500 vulnerable families or young families with many children, who are unable to have access to satisfactory living conditions. The total cost of the Project amounted to 21.3 million euros or 426.0 million lei. The project involved 3 private partners within the objectives from Briceni, Nisporeni and Ialoveni districts, which in collaboration with the nominated local public administrations (LPAs), brought financial and non-financial contribution in the form of unfinished constructions or land, finally benefiting from housing in built blocks.

The Court of Accounts informed that, in order to achieve the proposed purpose and the accumulation of sufficient and adequate evidence, were performed verifications at the Implementation Unit of the Housing Construction Project for Socially Vulnerable Blankets (IUP) within the Ministry of Agriculture, Regional Development and Environment and at the second level LPAs, participants in the Project. Also, was analyzed the information from the Public Services Agency and from the information system of the State Tax Service.

According to the IUP information, during 2013-2021, 14 second level LPAs participated in the Project, one being excluded along the way, 525 social housing units in 11 districts being completed. Currently, 121 homes are under construction in Rezina district and Cimișlia district.

According to the findings of the audit carried out by the CoARM, the purpose of the project was only partially achieved.

Thus, the organization, implementation and monitoring of the implementation of the Housing Construction Project for socially vulnerable citizen were carried out, in some cases, with non-compliance with the legal provisions, and the lack of adjustment to the regulatory framework led to unjustified expansion of project beneficiaries.
