Project Twinning Partners visited the Court of Accounts

From January 15 to January 17, 2014 the Court of Accounts hosted the delegation of the Partners' Consortium of the Twinning Project „Consolidation and Strengthening the External Public Audit in the Republic of Moldova", the beneficiary of which is the Supreme Audit Institution of the Republic of Moldova. 

At the meeting organized by the Delegation of the European Union in Moldova, the Project's Partners had been widely familiarized with the preparation stages of the Agreement between the Partners, also, with the specific particularities of the Twinning Project implementation.

The Consortium of Partners in the framework of the Twinning Project (Member States) consists of the Project Leader - HAUS, Finnish Institute of Public Management, a National Training Institute for Public Service, subordinated to the Finnish Ministry of Finance and the Tribunal of Accounts of Spain, as a Junior Leader of the Project.

The Member States' Consortium will offer in co-operation the expertise and necessary management services under the Project to assure a successful implementation of all the activities and fulfillment of all the compulsory results described in the Fiche of the Project.

The general objective of the Project is related to improvement of responsibilities and public funds management in the Republic of Moldova, through the consolidation and strengthening of the external public audit in accordance with the international audit standards and best European experiences.

The delegation, represented by the Project's Leader, Project's Junior Leader and Project's Resident Consultant had a workshop with the Court of Account's working group's members which are responsible for the implementation of the Twinning Project.

Mr. Esko Mustonen, Deputy State General Controller and the Head of the State Control Financial Office within the Ministry of Finance from Finland had been appointed as a Resident Twinning Assistant of the Project (RTA). Mr. Esko Mustonen has a large experience in financial management, internal audit, risk management, performance management. Being member of the consultative committee of the National Audit Office of Finland, Mr. Esko Mustonen has strong knowledge in external audit.

The Member State Project Leader, Mr. Reijo Lindh is the principal Consultant and the Training Manager within the HAUS, Finnish Institute of Public Management Ltd. Mr. Reijo Lindh has more than 20 years of experience in finance management. He worked for the Ministry of Finance of Finland and participated at implementation of reforms in public sector of Finland. The domains, in which he performed expertise, include economic and budget planning, audit and fiscal administration, accountability system, budgeting based on the performance, monitoring and assessment of the laws elaboration capacities, strategic management and development of public service.

The Project Junior Leader is Mr. Jose Joaquin Garcia-Pando Mosquera, Deputy Technical Director of the Tribunal of Courts of Spain. He has more than 20 years of experience at the Supreme Audit Institution of Spain.

Finland and Spain have wide experience of implementing similar Twinning Projects.  Finnish and Spanish partners have will, knowledge and skills to strengthen and support the Court of Accounts of the Republic of Moldova in improving its function, performance and impact. The EU Member State Consortium's main strength is that colleague institutions from both country (Finland/NAO and Spain/SAI) are strongly involved in this Twinning Project.
