Study visits in Finland and Spain in the context of the Twinning Project

In the period of 23 - 27 March 2015, two delegations of the Court of Accounts of the Republic of Moldova (CoA), have been in study visits in Finland and Spain, in the context of the Twinning Project "Consolidation and strengthening of the public external audit in the Republic of Moldova".

The visits have been organized for the implementation of the Component 1, regarding the consolidation of audit capacities of the CoA, through offering the assistance and support in performing the pilot audit missions, as well as the organization of study visits for audit teams.

Thus, the team which has been in a study visit in Finland, conducts the pilot audit in the public revenues management system. The team members are:  Natalia Trofim, Chief of the General Division I, Tatiana Carajeleascov, Chief of the Audit Division II within the General Division I, Roman Fricatel, principal state controller in the General Division I, Ion Bulmaga, superior state controller in the General Division III, Natalia Balaban-Uncu, principal state controller in the Division of Strategic Planning, Analysis and Reporting within the General Division of Methodology, Planning and Analysis.

The study visit in Spain has been organized for the pilot audit team on pension system, with the participation of the following representatives: Tamara Andrusca, member of the Court of Accounts, Sofia Ciuvalschi, Chief of the General Division II, Violeta Andries, principal state controller in the General Division I, Elena Ciochina, Deputy Chief of the General Division II, Irina Dragutan, state controller in the Division of Strategic Planning, Analysis and Reporting within the General Division of Methodology, Planning and Analysis.

The objective of the study visits was to become familiar with audit practices applied by the Twinning Project partners: the Finnish Institute of Public Management HAUS and the Spanish Tribunal of Accounts. At the same time, the auditors of the Court of Accounts of the Republic of Moldova have been informed about other aspects regarding the methods of organization, functioning, communication and implementation of the audit standards.
