The President of the Court of Accounts participated in the international public consultation of the SIGMA document “Principles of Public Administration”

On February 2, SIGMA, the joint initiative of the European Commission and the Organization for Economic Co-operation and Development (OECD) organized an online international public consultation session of the draft revised document "Principles of Public Administration".

The event was attended by the representatives of a number of institutions and international bodies related to the activity of public administration, including representatives of the Supreme Audit Institutions (SAIs) within the European Organization of SAIs (EUROSAI). The Court of Accounts of the Republic of Moldova (CoARM) was also invited to the event and was represented by Marian Lupu, President, Andrei Munteanu, Member, Ecaterina Paknehad, Head of the Apparatus, as well as other officials within the institution.

The "Principles of Public Administration" is a strategic document, developed as a benchmark for European authorities and as an EU enlargement policy tool for candidate and potential candidate countries. The document is considered as one of the foundations of the enlargement process, in the context of alignment with the values ​​and principles of the EU acquis in the field of public administration.

The revised edition of the document is structured on 33 fundamental principles, which include clear requirements regarding the organization of public administration. It should be noted that the external public audit is seen as an indispensable part of the system, which provides assurance on the use of public resources, the provision of public services and which improves the functioning of the public sector. Thus, the provisions of Principle 32 are focused on the organization and activity of supreme audit institutions as well as on the implementation of the requirements of international standards in the field of external public audit.

The participants in the public consultations welcomed the content of the revised document, noting its importance for national authorities, in the context of alignment with EU requirements and rigors. The existence of deviations from these principles in national practices was also mentioned, emphasizing the need to adjust them to the fundamental principles of public administration. The position of the Court of Accounts also came to support the general conclusions of the participants of the event.

We mention that the principles formulated in the draft document "Principles of Public Administration" are in direct accordance with the findings presented in the Analytical Report of the European Commission on the alignment of the Republic of Moldova with the EU acquis, published on February 2, 2023.
