The Court of Accounts participated in the launch of the results of the study: ”State-owned companies sector: corruption risks and necessary reforms”

The Court of Accounts of the Republic of Moldova (CoARM) participated on July 14 in the launch of the results of the study "State-owned companies sector: corruption risks and necessary reforms", conducted by the Independent Analytical Center "Expert-Grup" with the support of the organization National Endowment for Democracy (NED).

Representatives of central public authorities, the World Bank, civil society, experts in the field and representatives of the business environment also attended the event. During the event, the participants addressed topics related to legislative and institutional gaps that create premises and risks of corruption in the field of state-owned companies, as well as the reforms that need to be implemented to increase the level of transparency and good management.

The participants in the event were informed about the results of the mentioned study, being pointed out the most relevant aspects, such as the place and role of state-owned companies in the economy of the Republic of Moldova, the link between low efficiency of state enterprises and proximity to the political factor, corruption and integrity, analysis of obstacles to integrity at state and enterprise level, etc.

A number of documents were consulted for the study, including the reports of the Court of Accounts. Representatives of central public authorities, civil society and experts present at the event highly appreciated the quality of the Court of Accounts' reports and the importance of the recommendations, aimed at improving, including, the efficient management of the state-owned companies sector.

In this context, Andrei Munteanu, member of the CoARM, reported on the problems found as a result of audits on the size of state-owned enterprises and state-owned companies, including, in terms of the risks of corruption and fraud. Thus, among the main problems were mentioned the non-valuation and non-reflection in the accounting records of the real estate, the non-registration of the property rights in the Real Estate Register, the non-transparent public procurements, etc. At the same time, the positive dynamics of the actions taken in order to eliminate the gaps found on certain aspects was highlighted. Thus, as a result, including, of the implementation of the audit recommendations, only during 2020, the annual balance of public patrimony increased, compared to 2019, by about 23.3 billion lei, which is about 25 percent.

Finally, Mr. Munteanu mentioned that the Court of Accounts places particular emphasis on the systemic approach to the most important issues, identified on the basis of an in-depth risk analysis, in accordance with International Standards on Auditing. In this sense, at the moment, the Court of Accounts performs 2 audit missions regarding the compliance of the public patrimony management by the Public Property Agency and the performance of the activity of the state representatives in the Boards of Directors.
