Alarming situation regarding the management of public patrimony, located abroad

In the context of a documentary visit, between July 1-3, the auditors of the Court of Accounts of the Republic of Moldova (CoARM) visited several objectives, located in Ukraine, part of the public property of the Republic of Moldova.

In Odessa, the auditors examined the condition of the sanatorium "Moldova", with a total area of ​​695 m2, which is managed by the Ministry of Foreign Affairs and European Integration. The property is leased for a period of 49 years and the examination revealed the deplorable condition of the buildings, which are used by the lessee.

In Zatoka, the auditors examined the state of some objectives, managed by the Ministry of Education, Culture and Research (MECR). In a deplorable state is the "Bugaz" rest base, which is registered within the accounting records of the State University of Moldova, involved in litigation on property rights, which, however, is exploited by local tenants.

Another functional rest base, previously managed by MECR, "Politeh", currently "Admiral", was recognized by the local authority as a private property, following its capital reconstruction.

In the same locality, the auditors examined the condition of the “Selection” rest base, which is still in the accounting records of the “Selection” Field Crops Research Institute. In 2002, the Institute leased the rest base to a Ukrainian citizen on a term of 10 years. The building practically does not exist at the moment, the lessee did not comply with the contractual provisions and, without coordinating with the Institute, demolished 36 wooden houses and built capital real estate with 2 levels.

The patrimony under the management of the Ministry of Justice (MoJ), the “Mecita” rest base in Zatoka, was practically lost. The Ministry of Justice did not ensure the registration according to the legislation of Ukraine of the buildings of the rest base as property of the Republic of Moldova under the management of the S. E. "Branesti". In the period 2018-2019 S.E. "Branesti" did not carry out the inventory of goods and did not take any measures to ensure the integrity of the buildings. The lack of control over the patrimony abroad led to the unauthorized demolition of the buildings of the rest base.

The auditors of the Court of Accounts also examined the state of some objectives, public property of the Republic of Moldova, located in Sergheevka. Several bases are functional, but require some investments, such as the "Medic-2" rest base, managed by SUMP "Nicolae Testemitanu", the "Parus" rest base, managed by S.E. "Urbanproiect", "Sergheevca" Training Base, managed by the PI State University of Physical Education and Sports, the "Automobilist" Leisure Base, managed by S.E. "State Road Administration" and the "Sveazist" Leisure Base, S.E. '' Posta Moldovei”. The situation regarding property rights in the case of some of the required objectives is uncertain.

Also were examined the objectives in Serhiivka locality, managed by the Ministry of Health, Labor and Social Protection: the Rehabilitation Center for Children "Sergheevca" and the Rehabilitation Center for the Disabled and Pensioners "Victoria", which are functional.

The “Dacia” Leisure Base, managed by State University of Moldova, located in Prymorsk, does not work, and the situation regarding the property rights over it is not clarified.

The on-site documentation revealed an alarming situation regarding the management performed by the state institutions of the public property, located outside the Republic of Moldova. According to the findings, most of the objectives are in a deplorable, damaged state, and some have been seized or are in litigation. In some cases, the building was demolished and cannot be identified.

We mention that the visit is a part of the activity program of the institution and meets the expectations of the Parliament of the Republic of Moldova, which requested the supreme audit institution in the country to audit the situation regarding public property of the Republic of Moldova, located on the territory of Ukraine. The objective has been included in the audit plan of the mandatory tasks of the Court of Accounts and will also be addressed in detail in a future performance audit.
