Participants of the IDI Together Initiative, meeting in Istanbul

The Supreme Audit Institutions (SAI), participating in the Together Initiative, launched by the INTOSAI Development Initiative (IDI), participate in a cycle of workshops, organized between March 27-31 in Istanbul, Turkey. The event brought together representatives of 13 SAIs from the International Organization of Supreme Audit Institutions (INTOSAI), including the Court of Accounts of the Republic of Moldova (CoARM).

The Together Initiative was launched in the autumn of 2022, with an eLearning training course on the fundamentals of human resources management for the pilot group being organized between October and December, constituted by the representatives of the 13 SAIs selected from the regional organizations of INTOSAI: AFROSAI-E, ASOSAI and EUROSAI. This online training was delivered as part of the first component of the Together Initiative on governance, human resource management, ethics, gender, diversity and inclusion for SAI.

Following the eLearning course, the participating SAIs carried out the integrated evaluation of human resource management practices, ethics, inclusion, diversity, etc., with the support of IDI. Later, the participants elaborated, based on the evaluation, the draft evaluation report, with recommendations for improving the aspects identified as problematic and, later, with the elaboration of the action plan for solving the identified problems.

In the current workshop, the participants share the experience of the existing practices within the SAI on the examined aspects, the gaps identified in the integrated assessment, also present the preliminary findings and recommendations, develop and prioritize specific actions to address the identified gaps. In context, the full evaluations and draft reports are subject to peer review among participating teams to generate the necessary improvements.

As a result of this complex exercise, the findings and recommendations will be structured along the most important dimensions, such as: organizational autonomy of SAI, human resources management function, strategies in the field, recruitment and integration processes, competencies management, professional development, performance and reward management, employee retention, motivation and wellness aspects, gender, diversity and inclusion aspects, as well as the management of ethical requirements.

We note that the Together Initiative aims to support SAIs in improving their overall governance systems for human resources, ethics, gender and inclusion, thus contributing to better SAI governance and an improved contribution to accountability, integrity and governance in the public sector.
