Working visit of the delegation of the Court of Accounts to the Audit Authority of Romania

On April 12-15, a delegation from the Court of Accounts of the Republic of Moldova (CoARM) paid a working visit to the Audit Authority of Romania (AAR). The visit was undertaken at the invitation of the AAR, in order to exchange experience in auditing cross-border cooperation programs.

The training session on "Audit of cross-border cooperation programs funded by European funds" was organized by AAR for the members of the Group of Auditors, involved in the audit of cross-border cooperation programs at national level.

We mention that the Court of Accounts intends to strengthen its institutional capacities for evaluating the management and control system of cross-border cooperation programs, established at national level for the joint operational programs "Romania - Republic of Moldova 2014-2020" and "Black Sea Basin 2017-2020”, by developing and adjusting the internal methodological normative framework applicable to the audit activities carried out on the basis of the financing agreements of the mentioned programs.

In this context, the CoARM’s team received training in areas focused on auditing cross-border programs: funds and programs audited by AAR, financial flow of European funds in Romania and their audit, sampling methodology in auditing operations, public procurement and risks in EU auditing, treatment of fraud and conflict of interest by auditors, etc.

Andrei Munteanu, Member of the CoARM, responsible for the activity of the Group of Auditors of cross-border programs, discussed the issues of common interest, in the context of the exchange of experience in auditing projects, with the President of AAR, Lucian Dan Vladescu.

Also, during the visit there was a meeting of the President of the Romanian Court of Accounts, Mihai Busuioc with Andrei Munteanu. Mr Munteanu welcomed the initiative and the opening of Romania's supreme audit institution for the support provided and the sharing of best practices applicable to audit activities related to cross-border programs.
