Training in PEFA methodology, with the participation of the CoARM

The representatives of the Court of Accounts of the Republic of Moldova (CoARM) participate, between October 25-26, in the training course in PEFA methodology, organized by the World Bank. The aim of the training is to present the PEFA framework, objectives and tasks of the representatives of the authorities participating in this process.

We note that the assessment of public expenditure and financial responsibility (PEFA) is an objective way of assessing strengths and weaknesses and measuring progress in a country's public finance management system. Based on the provisions of the Framework Partnership Agreement between the European Commission and the World Bank, the Government has agreed to conduct the PEFA evaluation in 2021 and at the level of local public authorities. At the proposal of the European Commission, the evaluation will selectively include only some local public authorities of level I, as well as of level II within the districts of Cahul and Ungheni.

The main purpose of the PEFA 2021 evaluation is to provide an objective, up-to-date diagnosis of public finance management (PFM) performance based on the latest PEFA methodology (approved in 2016) and internationally recognized. The PEFA evaluation will cover the budget years 2018-2020 and will be led and conducted by the World Bank team under contractual agreements with the Delegation of the European Union to the Republic of Moldova.

The evaluation will cover seven pillars of PFM's performance: budget credibility, public finance transparency, asset and liability management, budgetary strategy and policy-based budgeting, predictability and control in budget execution, accounting and reporting and external control and audit.

In this context, prior to the actual mission of collecting the data needed for the evaluation, a training course in PEFA methodology is offered to all participants in this process, including the CoARM.
