The Court of Accounts of the Republic of Moldova (CoARM) participated in the High-Level Conference "Strengthening Romania – Republic of Moldova Institutional Cooperation: PACT UEMRO," held on July 30, 2026, in Chișinău.
The event took place as a continuation of the regional process coordinated by the Alliance of Eastern European MEPs (AMEERU) and the Institute for Development and Expertise of Projects (IDEP Moldova), bringing together representatives of public authorities, academia, international organizations, and the private sector from the Republic of Moldova and Romania. The conference was dedicated to strengthening institutional cooperation and capitalizing on the opportunities offered by European funds, in the context of the Republic of Moldova's European integration process and joint efforts regarding the reconstruction of Ukraine.
CoARM was represented by Irina Rogaciov, Head of the Performance Audit and IT Audit Directorate, who delivered a presentation on the institution's experience in auditing European territorial cooperation programs and the role of public external audit in ensuring efficient and responsible management of European Union funds.
During her intervention, the Court of Accounts' experience within INTERREG programs was presented, through participation, upon request, as a member of the Group of Auditors (GoA), supporting the Audit Authority in Romania, along with the main lessons learned from audit activities. The challenges encountered in managing European funds and the importance of rigorous project planning, strengthening institutional capacity, developing professional skills, and ensuring the continuity of project teams were highlighted.
Special emphasis was placed on preventing irregularities starting from the project drafting and implementation stages, by complying with requirements applicable to European funds, properly documenting decisions, and developing institutional dialogue oriented toward the efficient and responsible management of financial resources. In conclusion, it was highlighted that good governance, alongside the consolidation of administrative capacities, represents an essential prerequisite for the efficient absorption of European funds and for strengthening European partners' trust in the institutions of the Republic of Moldova.
The conference included three discussion panels and two thematic workshops dedicated to opportunities and challenges regarding accessing and managing European funds, strengthening administrative capacity, and inter-institutional cooperation. The recommendations formulated during the event are to be integrated into the "AMEERU White Paper – Chișinău 2026," a document that will be submitted to the authorities of the Republic of Moldova and Romania, as well as to relevant European institutions.
