Exchange of experience between the State Audit Office of Georgia and the Court of Accounts of the Republic of Moldova

Sharing good practices and working on issues aimed at improving the management of public finances brought together the delegations of the Court of Accounts of the Republic of Moldova (CoARM) and the State Audit Office of Georgia (SAOG).

The professional experience sharing sessions are held in Tbilisi, at the invitation of the State Audit Office of Georgia, on November 28-29.

During the visit, several topics are addressed such as risk-based audit planning, human resources management, governance and payroll system, the audit process in the information system, the audit of the state budget, the audit of the consolidated financial statements.

Also, an important topic was the subject related to the monitoring of audit recommendations - methodology and information system. On this topic, the CoARM’s auditors reported on the information system (IS) "Register of Audit Missions" (RAM). The main task for the implementation of this system was to increase the efficiency of the organization, conduct and monitoring of the external public audit. The CoARM decided on updating and modernizing the RAM information system, which is an effective tool for organizing and conducting the process of monitoring the implementation of recommendations by audited entities. The SAOG’s auditors also reported on institutional practices in this regard and the deficiencies they face.

Working with stakeholders is another topic discussed during the meeting. At this point, were presented the objectives and strategic directions in this field, the priorities of the Communication Strategy implemented by the CoARM, the mapping of the interested parties, as well as their involvement strategies at different stages of the audit activity.

Finally, the CoARM’s representatives expressed their openness to effective cooperation with colleagues in Georgia, in the context of taking over the best practices in its activity, aligned with international auditing standards.
