Meeting of the President of the Court of Accounts with the Secretary General of the Swedish Parliament

The cooperation of the supreme audit institution (SAI) with the Parliament and good practices in ensuring the impact of the SAI's activity were discussed during the meeting of the President of the Court of Accounts of the Republic of Moldova (CoARM), Marian Lupu, with the Secretary General of the Swedish Parliament, Ingvar Mattson, organized on December 15.

The cooperation of the supreme audit institution (SAI) with the Parliament and good practices in ensuring the impact of the SAI's activity were discussed during the meeting of the President of the Court of Accounts of the Republic of Moldova (CoARM), Marian Lupu, with the Secretary General of the Swedish Parliament, Ingvar Mattson, organized on December 15.

The President of the CoARM reported on the collaboration of the Court of Accounts with the Public Finance Control Committee of the Parliament of the Republic of Moldova and the positive impact of establishing effective relationships to ensure the impact and finality of the SAI’s reports. Also, Mr. Lupu emphasized the importance of promoting cooperation with other specialized parliamentary committees, in the context of examining some thematic reports of the Court of Accounts.

Ingvar Mattson appreciated the openness and efforts made by the SAI of the Republic of Moldova to ensure the implementation of the audit recommendations and noted that the Court of Accounts has beneficial and correct future ideas and plans, and the existence of a unique strategic vision of the CoARM’s team is very important for the success of the institution.

Another important topic of discussion was the independence of the SAI, the importance of ensuring it, as well as the challenges faced by the supreme audit institution in this context.

The Secretary General also welcomed the intentions of the CoARM and the National Audit Office of Sweden (NAOS) to continue the cooperation and partnership relations established over the years. We mention that Ingvar Mattson worked in the past as Auditor General of NAOS.

The meeting was organized during the visit of the CoARM’s delegation to NAOS, on December 15-16, in the context of the organization of the meeting of the Coordination Committee of the Cooperation Project between the NAOS and the CoARM for the period 2021-2022.

The Coordination Committee meeting was chaired by Helena Lindberg, Auditor General of NAOS, who noted that the cooperation between counterpart supreme audit institutions is the best way to provide mutual support and share experience and good practices. The Auditor General also mentioned the impressive progress and achievements that have been achieved during the 5th stage of cooperation between the two SAIs, between January 2021 and November 2022.

The progress made by the CoARM on the path of transition from a control institution to a supreme audit institution is due, in large part, to the ample assistance from NAOS, which the supreme audit institution of Moldova has benefited from since 2004, emphasized Marian Lupu, thanking Swedish colleagues for their support.

During the meeting, the participants discussed the progress made within the 5th stage of bilateral cooperation, as well as the future directions of cooperation to strengthen the capacities of the Court of Accounts of the Republic of Moldova.
