Examining the progress of the implementation of the Automated Information System for managing and issuance of permissive documents

Although some tangible progress has been made in the process of implementing the SIA MIPD information system, it has not fully resulted in the expected impact.

The conclusion was made by the team of the Court of Accounts of the Republic of Moldova (CoARM), which presented today, June 29, at the meeting of the Public Finance Control Commission (PFCC), performance audit report on the subject: "Do the measures taken and the resources invested in the implementation and development of the Automated Information System for the management and issuance of permissive documents (AIS MIPD) contribute to achieving the established goal and objectives?".

The audit aimed to assess how were created and met the necessary preconditions for ensuring the implementation, use, management and development of the AIS MIPD, the results recorded, with the identification of risks and vulnerabilities that may affect the expected impact of this system, as well as the determination of opportunities for improvement to maximize the benefits of the system.

The audit included the activities carried out during 2017-2021 by the State Chancellery, the Ministry of Economy, the Competitiveness Improvement Project Implementation Unit, the Electronic Government Agency, the Information Technology and Cyber ​​Security Service, the Public Services Agency.

The establishment of a one-stop shop, through the implementation of the AIS MIPD, aims to facilitate the process of issuing documents both for entrepreneurs and for the issuing public authorities. The AIS serves as a focal point for the interconnection of public authorities and the coordination of their activities, so that they can exchange information, in order to minimize the amount of information that must be submitted by applicants in order to obtain permissive documents. At the same time, the Register of Permissive Documents (RPD) formed on the basis of the AIS MIPD is to be the only official source of data on permissive documents issued in the Republic of Moldova.

The acquisition of the implementation services of the AIS MIPD, including its developments, was made within the Competitiveness Improvement Project II for the period 2015-2021, financed from the World Bank (WB) loan, during the years 2016-2020. The total cost of the AIS’ implementation, including its maintenance during July 2018 - December 2020, amounted to over 16.0 million lei.

According to the audit, the deficiencies and shortcomings found are determined by a combination of systemic factors, the main ones being: insufficient preparation of the process of setting up the AIS, expressed by insufficient analysis of the needs, resources and institutional capacities of the authorities involved; insufficient management of risks related to the implementation and use of the AIS; the imperfection of the normative and regulatory framework in the field; insufficient and inefficient monitoring and control by the authorities responsible for the implementation of the AIS MIPD; insufficiency and inefficiency of the conditions for capitalizing on AIS, reluctance to use AIS by some permitting authorities and, as an effect, an average level of implementation and capitalization of the system by the responsible public authorities and institutions, as well as the parallel use of the traditional way of issuing permissive documents, etc.

In this context, the audit made recommendations aimed at generating the improvement of the activity in the audited areas, aimed primarily at eliminating the deficiencies and inconsistencies in the regulatory framework related to the process of managing and issuing permissive documents; improving, consolidating the normative and regulatory framework related to the functioning of the System; making the authorities responsible for using the System; ensuring the sustainability of the AIS MIPD, including through positive changes in inter-institutional, inter-sectoral communication, which will generate opportunities for faster and higher quality modernization of public services, etc.
