Electoral legislation, discussed during a round table

The representatives of the Court of Accounts participated, on October 22, in the round table with the topic “Analysis of the recommendations of the international electoral observation missions, the opinions of the Venice Committee and the decisions of the Constitutional Court regarding the electoral legislation”.

The event organized by the Central Electoral Committee in conjunction with the Council of Europe also brought together participants from various national and international institutions, such as the Council of Europe Office in Chisinau, experts from the Venice Committee, representatives of the Constitutional Court of Moldova, associations and national NGOs, media representatives, etc.

The main topic of the round table was the examination of the results of the study conducted on all election processes in the Republic of Moldova in the last 7 years and the launch of discussions to address areas where the Republic of Moldova still has shortcomings related to the election process.

In her welcome message, the President of the Central Electoral Committee, Angelica Caraman, noted that the topic for discussion has a major importance and topicality, based on the priorities announced by the Committee, which has committed to improving the legal framework for the electoral field which will lead to improved electoral processes in line with the best international standards in the field.

William Massolin, Head of the Council of Europe’s Office in Chisinau, spoke about the long-term fruitful cooperation between the Council of Europe and the Republic of Moldova and reaffirmed the desire to improve this cooperation, noting that the Council of Europe remains an ally of the Republic of Moldova.

Renata Tardioli, expert of the Venice Committee, presented the general aspects related to the international standards underlying the electoral process, providing data on the classification of standards, their typology and corresponding examples, as well as regional instruments applicable to the Republic of Moldova.

Mariana Kalughin, expert of the Council of Europe presented the data of the aforementioned study, which includes all observation missions carried out during 7 years in the Republic of Moldova (EP, PACE, OSCE, IEOM, etc.) and their conclusions on the elections in the Republic of Moldova during 2014-2021. During the mentioned period, only the OSCE/ODINR issued about 150 recommendations to the Republic of Moldova. These mainly focused on areas where Moldova has shortcomings: media, registration of candidates, financing of election campaigns, etc. Ms. Kalughin mentioned that only 76% (113 recommendations) of these were addressed by the Republic of Moldova and only 21% (24 recommendations) were fully implemented.

The participants in the event concluded about the need to adjust the electoral legal framework and improve electoral practices, which is why they showed their openness for support and involvement in the process.
