The Court of Accounts of the Republic of Moldova (CoARM) is open for cooperation with the civil society in order to increase the level of responsibility in the management of public finances and patrimony.
Marian Lupu, President of the CoARM, discussed the priorities of cooperation with civil society during a meeting with the team of the Center for Analysis and Prevention of Corruption (CAPC), organized on January 4.
The discussions took place in the context of the progress made by the CoARM in the areas of responsibility, as a pillar institution targeted in the National Integrity and Anti-Corruption Strategy (NIAS) for the years 2017-2020. We note that the CAPC evaluated the degree of achievement and impact of the NSIA and the Action Plan for its implementation, the evaluation report being presented in December 2022.
Galina Bostan, the president of CAPC and Victoria Popa shared CAPC's visions regarding the opportunities for collaboration with the Court of Accounts in the field of fraud and corruption prevention, through the audit activity.
Marian Lupu reported on the impact of the activity of the Court of Accounts and the contribution of the audit activity to the improvement of the management of public finances and state patrimony. The CoARM’s Members, Petru Rotaru and Eduard Moroșan discussed the importance of implementing audit recommendations and the role of the civil society in holding public entities accountable.
The participants agreed on the continuation of discussions on potential areas of cooperation, in the context of the objective of preventing corruption in the field of the administration of financial resources and the use of public patrimony.
We mention that the Court of Accounts was one of the implementing institutions of the National Integrity and Anti-Corruption Strategy 2017-2020, being the 5th pillar of NIAS. The objective of the pillar was to strengthen the capacities of the Court of Accounts to prevent corruption in the field of the administration of financial resources and the use of public patrimony, as well as external financial assistance. According to the CAPC’s assessment, 52 sanctions for acts of corruption found on the basis of the information submitted by the Court of Accounts were applied in the period 2017-2020 and a damage of over 5 billion lei caused to the state was recovered, which demonstrates the impact of the CoARM's activity, but also the efficiency of working with the authorities responsible for investigating and sanctioning corruption, is mentioned in the evaluation report.
