Workshop on international good practices in the field of state budget audit

Today, January 26, a best practices exchange workshop was held, with the participation of representatives of the Court of Accounts of the Republic of Moldova (CoARM) and the State Audit Office of Latvia (SAOL). The event was organized by teleconference.

The workshop was organized in the context of the cooperation initiatives between the two institutions, in order to strengthen the capacities of the CoARM to perform the audit of the state budget, as well as to promote international good practices regarding the reporting of the state budget, according to the international standards in the field.

In this context, Svetlana Ostafi, public auditor, presented to the colleagues from Latvia the particularities related to the auditing of public budget components, and Petru Rotaru, Member of the CoARM, provided detailed information on the specific aspects of auditing the state budget, in the national context. Also, Ecaterina Paknehad, head of the CoARM’s Apparatus, and Natalia Trofim, head of the General Audit Department I addressed the topic of the Public Financial Management Strategy (MFP).

The Latvian colleagues emphasized the obligation to involve external stakeholders in the development of any strategy at the national level, and in the case of the MFP Strategy, the consultation of the Court of Accounts is imperative.

The representatives of both institutions agreed on the continuation of their cooperation and the exchange of experience, in order to address the most important aspects regarding the auditing of the state budget, to create a project of a related MFP document for auditors, which will include the best practices of SAOL, but which will also takes into account the national specifics of the Republic of Moldova.
