The CoARM Report on performance of the Road Fund audited by the Public Finances Control Committee

On February 19, the Court of Accounts of the Republic of Moldova (CoARM) presented to the Public Finances Control Committee of the Parliament of the Republic of Moldova, the Report regarding the audit of performance of the management of the financial resources of the Road Fund, approved throughout the Decision no.66 from 05.12.2017 of the Court of Accounts.

During the meeting, the Court of Accounts was represented by Violeta Andries, Member of the CoARM, the audit team: Alina Oboroceanu and Veaceslav Damian and Reghina Bogatiret, Head of the Legal Division.

Mrs. Andries mentioned about the period of the audit mission (2014-2016) and about the terms of implementing the recommendations and the way of implementing them.

The audit team presented briefly the main findings, conclusions and recommendations that were achieved throughout the audit mission “Were the financial resources of the Road Fund regarding the assurance of the development of the quality road infrastructure managed efficiently?”

The audit focused on identifying, checking and removing the existent problems in the formation, usage and monitoring process of the Road Fund resources, by assessing the performance achieved during 2014-2016. The financial means assessed were over 3,4 milliard lei.

In order to manage the elucidated aspects and to remove the deficiencies found during the audit mission, the Court of Accounts has drafted 18 recommendations to the authorities involved in the formation and management of the Road Fund resources, which should have been implemented in 12 months since the draft of the Report. From the overall of 18 recommendations, regarding six of them was no information submitted about the implementation progress or achievements.

The failure to remove the lacks has a negative effect on the efficient usage of the public money from the Road Fund and it becomes detrimental for the citizens and the society.
