IT performance audit by SAO Latvia, discussed in the second exchange of experience workshop

The second workshop for the exchange of experience in the field of IT audit, organized by teleconference today, March 11, brought together the teams of auditors specialized in the audit of information technologies within the Court of Accounts of the Republic of Moldova (CoARM) and the State Audit Office (SAO) of Latvia.

The event is part of a series of workshops, planned for March, initiated by the representatives of the IT audit subdivision of SAO Latvia, Ingrīda Kalniņa-Junga, Mārtiņš Vilmanis and Mikus Jēkabsons, who responded to the request of the CoARM auditors specialized in IT audit.
From the CoARM, the workshop was attended by Natalia Balaban-Uncu, Head of the Audit Division III (IT audit) of the General Audit Department IV, auditors of the Division - Marina Cataraga, Vitalii Scalschi and Tudor Frunză, and also participated Violeta Balan, Head of the External Relations and Communication Section.

The second workshop focused on the detailed presentation and discussion of the planning stage of the performance audit in the IT field “Does the administration use stored information efficiently?”, Conducted by the SAO  Latvia in 2016 and covering the period 2015- 2016. The audit assessed the interoperability of the state administration in the field of information exchange, in order to obtain assurance whether the state administration uses sufficient possibilities offered by information technologies so that institutions do not burden the population by requesting the submission of such documents that are already available to the state administration.

The auditors from the two Supreme Audit Institutions (SAIs) discussed the formulation of the audit scope, the audit objective, the audit questions and criteria, the selection of the audit approach, the selection of the sample, etc.

We mention that this is the second workshop, planned for March, in order to support the IT auditors of the CoARM in the context of carrying out the IT audit. The first event was held on March 9.
